INQUIRY INTO DELAY IN THE COMMENCEMENT OF THE PROJECT FOR THE CONSTRUCTION OF BREAKWATER AT GWADAR PORT

A meeting of the Federal Steering Committee on Gwadar Initiative was held in the Prime Minister’s Office (PMO) on 6th July, 2022. During the meeting, the Honourable Prime Minister expressed his displeasure on the delay in the construction of Breakwater despite availability of funds from the Chinese Government in the shape of grant and soft loan. Consequently, he was pleased to direct that Chairman, PMIC shall conduct an inquiry to find out the reasons and fix responsibility for delaying the materialization and execution of the project for construction of Breakwater at Gwadar Port.

2.                     Chairman, PMIC was pleased to constitute a PM Inspection Team (PMIT) headed by Mr. Mohammad Naeem Jan Khan, Member, PMIC. During the said inquiry, it was found that the project has been handled in a casual and unprofessional manner. It has been established that inordinate delay in preparation of PC-II and PC-I resulted in massive increase in cost of the projects and those found negligent identified. It is obvious that delay in the commencement of the project Breakwater would certainly increase the cost of construction. Prime responsibility for delay in construction of Breakwater project lies with officials of Ministry of Maritime Affairs (MoMA) and Gwadar Port Authority (GPA). Accordingly, fact finding report has been submitted to the PMO, as desired.

3.                     PMIT in its findings recommended that the regular inquiry by MoMA is required to be initiated against the delinquent officials of MoMA & GPA, under the relevant rules/laws, on account of delay in the commencement of the project.
